I believe when you open up a locally saved f3d file it is uploaded to your cloud before you can work on it. Only way I know of having the files locally is exporting them when your done working on them. I am not a fan of the cloud based file system either. Fusion seems to slow down when you have a lot of files in a project and a lot of projects.
