The 24 national teams involved in the tournament were required to register a squad of up to 26 players – of which three had to be goalkeepers – by 1 June 2021, 23:59 CEST (UTC+2), ten days prior to the opening match of the tournament. Only players in these squads were eligible to take part in the tournament.
